Israel Reaffirms Plan for Palestinian Displacement from Gaza

Israeli Defense Minister Israel Katz reaffirmed his intention to implement a plan to displace the population out of Gaza after the plan had been stalled by the evolution of the offensive and the current disregarded ceasefire.

The proposal was originally suggested by U.S. President Donald Trump in early February 2025, quickly embraced by Israeli authorities, and viewed by numerous human rights organizations as a plan for ethnic cleansing in the Strip.

Katz wrote on social media platform X that “the plan for voluntary emigration from Gaza will also be implemented, all in due time and in the right way.” In February 2025, Katz had announced the creation of a “Directorate for the Voluntary Departure of Gaza Residents” under the Defense Ministry, intended to “assist” Gazans seeking to leave the enclave “voluntarily.”

Approximately 2.1 million people live in the Gaza Strip, currently crowded into 40% of the enclave along the coast due to Israeli military occupation of the rest of the territory. According to the UN Satellite Center (UNOSAT), 81% of all structures in Gaza have been damaged in Israeli attacks since October 7, 2023. Most of the population lives in tents or damaged buildings, unable to begin reconstruction or return to their homes amid a ceasefire that has not evolved toward rehabilitating the enclave.

More than 72,800 Gazans have died in Zionist attacks in the Strip since Israel launched its offensive on 2023, according to the enclave’s Health Ministry.
