Germany to Invest €10 Billion in Civil Protection Thorough 2029


 
The changes to the Basic Law exclude military spending exceeding 1% of GDP.

On Monday, Interior Minister Alexander Dobrindt confirmed Germany will invest €10 billion in civil protection through 2029 in response to “hybrid threats and the war in Ukraine.”

He emphasized that the current situation demands not only equipping the military but also strengthening civil defense by providing training and equipment to “those who volunteer” in emergencies.

The Cabinet will approve a Civil Protection Pact, creating a Civil Defense Command within the Interior Ministry to coordinate national disasters. Defense Minister Boris Pistorius stated that military defense and civil protection are “two sides of the same coin.”

Pistorius stressed that investing in the armed forces without promoting civil protection is insufficient and expressed satisfaction with the launch of a comprehensive program.

Leonard Kaminski, spokesman for the Interior Ministry, specified that the investment includes the acquisition of 1,000 specialized vehicles, a comprehensive infrastructure program, in addition to collapsible beds and federal task forces.

The newspaper Bild reported that the measures include 110,000 collapsible beds, a mobile app for citizen alerts, and the capacity to treat large numbers of wounded at 50 locations across the country.

The package will be financed thanks to constitutional amendments approved in March by the German Parliament. The changes to the Basic Law exclude military spending exceeding 1% of GDP, approximately 43 billion euros, from the debt ceiling.
