Ukraine could impose a total blockade next year on the rebel-held region of Donbass (Donetsk and Lugansk), if it considers that nothing has changed in its favor in that area, local press reported here.
The daily Kommersant revealed that the measures would include limiting the supply of water, electricity and heating which could lead to total suspension, while it could call for strict control at the border.
The newspaper speculates that drastic measures such as the physical blockade of Donbass could be reached through the deployment of a fence or wall similar to the one used by Israel in the Gaza Strip, which limits and openly violates the rights of the Palestinians, indicated local television.
Last week, participants in the contact group for a peaceful solution to the war in Donbass signed the so-called Steinmeier Formula, which foresees a phased plan to grant special status to the self-proclaimed republics of Donetsk and Lugansk.
The need for such an agreement was one of the conditions for organising a high-level meeting of the Normandy quartet, made up of Russia, France, Germany and Ukraine, but in which Kiev would like Washington and London to be present.
The Ukrainian extreme right, which was ousted from the new legislature of the Supreme Rada (unicameral parliament) after the parliamentary elections held in July, has organized protests in Kiev and other western Ukrainian cities against the Formula.
Ukrainian President Vladimir Zelensky published the eve a video recording in which he calls for calm and analysis to avoid provocations and violent actions against the cabinet, but in no way offers a clear position on the Formula.
Speaking at the Valdai International Political Discussion Club, President Vladimir Putin urged his Ukrainian counterpart to seize the opportunity to erase the legacy of the conflict and fulfill his own electoral promises, including that of achieving peace in that area.
The president expressed his hope that the Minsk agreements, which include a ceasefire, an amnesty, the exchange of prisoners, a special status for Donbass and the return to Kiev of the control of the Russian border with that rebel region, can be implemented.
More than 10,000 people, mostly civilians, were killed in five years of fighting, after the government that came to power in Kiev through a coup d'état in February 2014 launched a punitive operation against the rebellious Donbass population in April of that year.
