Russian working group receives proposals for changes in constitution

At least 17 proposals were received on Monday by the working group set up by President Vladimir Putin to prepare the final version of the constitutional amendments he presented in his speech to the Russian Federal Assembly.

The group, composed of 76 personalities from the cultural, scientific, economic, cultural and other spheres, will have to collect all the proposals and prepare the drafting of the amendments that would be taken to a consultation, before their approval by the Parliament.

In accordance with the Duma (Russian lower house) committee on state and legislative affairs, Pavel Krashennikov, initiative groups and deputies have already submitted specific proposals for amendments, all of which will have to be discussed in that parliamentary organization, he said.

This includes two amendments to change the preamble of the Magna Carta, others for modifications in the first and second chapters, three to vary points related to social guarantees and on the status of the Federation Council (Senate), the deputy stressed.

In addition, there are proposals for amendments to specify the status of the Council of State, composed of the governors of Russia's administrative divisions, the presidential representatives in the federal districts and some former governors appointed by Putin.

There are other changes, of course, linked to presidential prerogatives and the requirements for being elected head of state, Krashennikov said.

Putin suggested the conditions for assuming the post of head of state in his speech on the 15th before both chambers of the Federal Assembly.

In that regard, he indicated that the President must be a person with permanent residence in Russia for at least 25 years and could not in any way hold any other foreign citizenship before or after being elected to that office.

This day also saw the signing by the Russian President of a decree for the extension of the federal program known as Mother's Capital, which has been in operation since 2007. The measure consists of a one-time payment for every second baby born in the family. Starting this year, the first-born will also be paid.
