Ecuador’s ‘Revoca EC’ initiative, led by indigenous leader and former presidential candidate Leonidas Iza, rejected the National Electoral Council’s (CNE) denial of signature-collection forms for President Daniel Noboa’s recall this Wednesday, with organizers now weighing legal action.
The initiative described the CNE’s resolutions as anti-democratic and violating participatory rights, adding in a statement that the rulings are not yet in force.
Iza, alongside lawyer Washington Andrade, had approached the CNE in June to request the forms that would allow citizens to decide Noboa’s future in a referendum, arguing the president had failed to fulfill his government plan and official functions.
The Presidency had previously urged the CNE to reject the request, submitting over 22 boxes and 14,532 folios detailing alleged actions carried out during the current administration. The recall promoters said they had anticipated an uneven playing field favoring the incumbent power and violations of their right to defense and the principles of transparency and publicity, citing their inability to access the responses and annexes contained within those boxes.
Initiative organizers argued the decision reflected the fear that the president, vice president and their political allies have of a citizen vote at the polls.
Furthermore, promoters stated they would announce specific legal actions once they analyze the grounds issued by the electoral body’s plenary. Separately, the CNE still faces a pending review of a second recall petition for Noboa, submitted by social organizations and unions, with a decision deadline set for July 28.
