Ecuador Merges Eight Ministries Into Three in Second Government Restructuring in Less Than a Year

 


Ecuadorian President Daniel Noboa announced on Thursday night the merger of eight ministries and secretariats into three new portfolios, reducing the number of state ministries from 14 to 10 as part of what he calls an “institutional optimization process.”

The move marks the second major cabinet restructuring in less than a year, following a similar merger in July that cut ministries from 20 to 14 and secretariats from 9 to 3.

The new structure creates the Ministry of Economic and Productive Development, which absorbs the former Ministries of Economy and Finance; Agriculture, Livestock, and Fisheries; and Production. The Ministry of Infrastructure and Technology merges the former Infrastructure and Transport portfolio with Telecommunications and Information Society. The Ministry of Labor and Human Development integrates the former Labor Ministry, Human Development Ministry, and the Secretariat for the Management and Development of Peoples and Nationalities.

Noboa had hinted at the reduction in a radio interview on Wednesday, citing an efficiency plan to “optimize and improve the quality of public spending.” His government has also implemented unpopular economic reforms under a $5 billion IMF credit program (2024‑2028), including the elimination of the diesel subsidy.
